I've been told that a call from U.S. to Cheboksary the call receiver must pay outrageous rate to get call.

Now I'm told that this is no more, receiver is not charged, is this new? Want to make call to someone in Cheboksary, but not if they must pay to get it ???? Do you know? What is cheapest way to place a call to there to a cell from a regular phone?

The cheapest way for peolple in russia to receive a phone call is 2 a cell phone, but they must have this service on there cell phone. They can talk as long as they want, but they must have this service. It is not like is the USA. They can call for free in russia if you own a phone, but they have to pay for the monthly service like people in the usa if they call or receive calls outside there calling zone. It is not outrageous 2 us in money, but it is 2 them. Do not send money to anyone unless you have already meet them in person. Any questions contact me.

hi; i often make calls to yoshkar ola and my calls are not charged to the other end, yoshkar ola is only about 50 miles from cheboksary, both in mari-el republic.

The new correction of "communication law" was about the cellular incoming calls. It allows to recieve all calls from cellulars, international or not. No difference, all incoming calls are free now.
